His work over the past 20 years has concentrated on public and private finance and regulatory issues for infrastructure development with a particular focus on energy, water/sanitation, transportation and water resource management in the developing world. He is also an adjunct professor at the Georgetown University Public Policy Institute in Washington DC.
Mr. Halpern was a consultant to several venture capital companies in Hong Kong specializing in financing of greenfield energy projects in the late 1980s, served as regional economist for USAID in Southeast Asia specializing in water resources management, energy and privatization during the 1980s and traded minerals and metals at the Chicago Mercantile Exchange in the late 1970s.
