Amb. Romero is a life-long practitioner with 25 years in the US Foreign Service and 10 years in international business (Merges, Acquisitions,Raising Private Equity and Infrastructure Project Finance). Ambassador Romero was the author of Plan Colombia, he negotiated three US Military Forward Operating Locations (FOLs) in the Western Hemisphere. He successfully assisted in negotiating an end to the civil conflicts in El Salvador, Guatemala, Nicaragua and the end to the fifty-year border dispute between Ecuador and Peru. His speeches and written work center on security and foreign policy, particularly counterinsurgency techniques and remediation to potential violent non-state actors. He was US Ambassador in Ecuador, Chief of Mission in El Salvador and Assistant Secretary of State for the Western Hemisphere Bureau at the State Department.
