Bio

Mr. O'Connell is Director of the Intelligence Policy Center and a Senior International Policy Analyst at the RAND Corporation. Prior to joining RAND, he was a Senior Staff Officer in the Office of the Director of Central Intelligence, where he coordinated program, policy, and budget issues across the U.S. intelligence community. From 1992 to 1993, he served as a Special Assistant on National Security Affairs to the Vice-President. From 1990 to 1992, he was a Senior Analyst in the White House Situation Room. He is the co-editor of Commercial Observation Satellites: At the Leading Edge of Global Transparency, and the author or co-author of many other reports on intelligence and other national security issues.
