BioMr. Kahan is a Fellow at the Homeland Security Institute. He has more than 35 years of experience in the national security field with government, private, and research organizations. Prior to joining the Homeland Security Initiative, Mr. Kahan was Senior Policy Analyst at Systems Planning and Analysis (SPA), Inc and Director of Regional Studies at the Center for Naval Analysis, a position he accepted after retiring from the Senior Foreign Service with the rank of Minister-Counselor. During his State Department career, Mr. Kahan held positions as member of the Policy Planning Staff, Deputy Director of the Political-Military Bureau, Counselor at the U.S. Embassy in Turkey, and Deputy Assistant Secretary for Intelligence and Research. Mr. Kahan also served in the Arms Control and Disarmament Agency and the Department of Defense. Between government assignments, Mr. Kahan was a Senior Fellow at the Brookings Institution, where he authored or co-authored three books and a series of articles on strategic policy and arms control.
