LocationBioDavid Heyman is a former senior advisor at the White House and to the U.S. Secretary of Energy. Following September 11th, he was recruited to and joined the Center for Strategic and International Studies (CSIS), one of the leading think tanks in America. where he founded and currently serves as the Director of the Homeland Security Program.
At CSIS, he has led or contributed to numerous studies focused on shaping U.S. federal, state, local and private sector homeland security policies, including studies on Islamic radicalization, aviation security, nuclear terrorism, pandemic flu planning, and bioterrorism preparedness. Heyman is an expert on homeland and national security strategy and policy, ‘global war on terrorism’, bioterrorism and biodefense, emergency preparedness, risk analysis, and critical infrastructure protection. Most recently, he was the principal architect of, and helped run, Steadfast Resolve, a cabinet-level tabletop exercise that examined critical decision-making at the National and Homeland Security Councils during the next possible terrorist attack. Prior to CSIS, Mr. Heyman served for six years in the U.S. government advising and helping to shape policy on a wide range of national security and international affairs matters at the highest levels of government. Previously, he held a number of positions in the private sector, including with Ernst & Young in London, and as the head of international operations for a software/ systems engineering firm developing supply-chain management systems for Fortune 100 firms. He has worked in Europe, Russia, and the Middle East. Mr. Heyman also serves as a lecturer, an advisor and consultant to the U.S. government and a number of leading private sector firms. He is an adjunct professor in security studies at Georgetown University and has lectured or consulted on national security matters with organizations and governments throughout Asia, Europe, and the Americas. Heyman has authored numerous publications, including America’s Domestic Security Five Years After 9/11 (2006), DHS 2.0: Rethinking the Department of Homeland Security (2004), Lessons from the Anthrax Attacks (2002), and a forthcoming monograph, Finding the Enemy Within, on domestic intelligence. His recent publication, Model Operational Guidelines for Disease Exposure Control (2005), a treatise on how to protect public health in a pandemic when no medical countermeasures are available, has been utilized by cities and states across the U.S. and served as the basis for development of some of CDC’s and DHS’ pandemic flu planning guidance. Heyman has testified before a number of committees in Congress. His commentary and analysis can be seen on CNN, BBC, and FOX News, and heard on NPR’s All Things Considered and WTOP News. He has appeared on CBS, ABC, and NBC, the News Hour with Jim Lehrer, and the Diane Rehm Show, and quoted in numerous papers, including the Washington Post, New York Times, and USA Today. |
