Mr. Watts is a Senior Fellow at the Center for Strategic and Budgetary Assessments where he focuses on net assessment, airpower and the emergence of guided munitions, Air Force transformation, and the military use of space. From May 2001 – June 2002, he was the Director of Program Analysis and Evaluation in the Office of the Secretary of Defense at the Defense Department. Mr. Watts has also held the position of Director of Northrop Grumman Analysis Center at Northrop Grumman. He is the author of several CSBA publications among others.
