Shay Bilchik, research professor and director of the Center for Juvenile Justice Reform and Systems Integration at the Georgetown Public Policy Institute, on the relationship between abused children and juvenile delinquency:
"A child who is abused or neglected has a 40 percent greater chance of committing a delinquent act. When that child also witnesses the abuse of siblings, the odds increase to 100 percent."
